New regulation on baggage allowance on airplanes. New rules for the carriage of hand luggage and baggage on an airplane in Russia and abroad: general and private allowances for various airlines

At the end of 2017, President Putin V.V. signed a law amending the General Rules air transportation passengers, baggage, cargo and requirements for servicing passengers, consignors, consignees. According to the adopted law, Russian airlines are introducing uniform rules for carrying luggage on an airplane, with the exception of Aeroflot's subsidiary, Pobeda.

Actual!

Let's take a look at what rules are relevant in 2020 for carrying luggage on an airplane.

According to the adopted November law, the new baggage allowance allows for one piece of a bag or suitcase weighing up to 30 kg. Less is allowed, more is not. Individual baggage is issued for each passenger.

Important! Permissible weight things depends on the ticket category: economy, business or first class. The higher the class of the ticket, the more opportunities are provided for the amount of luggage.

Separate baggage can be issued for a child under two years old. The weight of the bag must not exceed 10 kg.

There is no single global standard for all airlines. It is worth focusing on the country to which the passenger is flying. For example, when traveling to Dubai, objects and literary publications of a religious orientation are prohibited for transportation, with the exception of Islam. Also consider the restrictions of each airline individually.

Excess baggage

So, if a passenger has purchased an economy class ticket, then he can carry baggage weighing up to 23 kg. With a larger load, the traveler undertakes to pay extra, but some air carriers allow a small excess without additional payment.

If you know in advance that baggage will fall into the excess category, check with your air carrier for the cost of the surcharge.

Baggage over 30 kg - heavy baggage

Carriage of luggage on the plane: the new rules equate the weight of more than 30 kg to the heavy category. Previously Weight Limit was up to 32 kg.

For such loads, you should pay extra for each kilogram. There are no uniform tariffs, each company sets the price at its own discretion.

In addition to excess weight, there may be an excess of dimensions in the sum of three dimensions. These things include:

  • mountain skis and other large sports equipment;
  • musical instruments, for example, guitar, double bass;
  • household appliances such as a refrigerator.

For the transportation of such goods, a preliminary agreement with the company is required. Before the flight, contact the support service. On the day of departure, it is better to arrive at the airport in advance, as it will take more time to check in a special cargo.

Some carriers allow you to bring free ski equipment in winter or diving boards to resorts.

Companies have the right to refuse transportation of oversized cargo if the cargo compartments are too small or there is not enough space.

Baggage free ticket

A number of airlines support the no-baggage service. According to him, the passenger flies only with hand luggage. This method has both advantages and disadvantages. The pluses include the low cost of the flight. The downside is that the tickets are non-refundable.

Consolidated baggage

For couples, traveling families, colleagues and friends, there is a luggage pooling service. You can put all things in one suitcase, which will be listed as one piece of luggage.

Fragile luggage

When transporting glassware, electronics and decor items, many passengers worry about the safety of things, because most often at airports suitcases are treated carelessly, thrown into a general dump.

In such situations, the traveler can check in baggage marked “fragile”. To do this, provide information when registering things, and the suitcase will not be allowed on the tape. It will be carried by loaders to the luggage compartment.

Note! The possibility of handling fragile baggage does not guarantee the safety of the passenger's belongings.

Fragile things that match the parameters hand luggage, it is better to take in the cabin. The main thing is that things do not contain liquid. Jars with jam and compotes will have to be abandoned by handing them over to the luggage compartment.

hand luggage

How much luggage is allowed on the plane? Amendments to the law on air travel that came into force in November limited the minimum weight of hand luggage. Previously, it was possible to carry at least 10 kg for non-refundable and refundable tickets for free, now the limit is from 5 kg.

Most carriers allowed a 10 kg suitcase to be carried on board. For transportation in the luggage compartment took an additional fee.

The new law means that the airline is obliged to take into the cabin from 5 kg, but if desired, an increase in weight is possible big side. For example, "S7", "UTair" and "Aeroflot" announced their intention to leave the previous norms of 10 kg.

Aeroflot's official website currently has the following rules:

In addition, the list of free items for carrying on board in addition to hand luggage has undergone changes. We'll talk about them below.

What items can be taken into the cabin without being checked in as hand luggage?

According to the old requirements, it was allowed to take the following things to the salon for free without weighing, tagging and registration:

  • costume;
  • notebook;
  • video camera;
  • camera;
  • mobile phone;
  • baby food for the duration of the flight in an unrestricted flight;
  • carrying for the baby (folding cradle or folding stroller);
  • books, magazines, newspapers;
  • outerwear;
  • women's handbag;
  • briefcase;
  • folder with papers and documents;
  • cane;
  • crutches;
  • umbrella;
  • bouquet of flowers.

Now the umbrella, laptop and cell phone are excluded from the list. The Ministry of Transport explained these changes by the possibility of removing the listed items in the bag.

In addition, the list of free items for transportation was supplemented with a new item - a backpack. The management of Pobeda Airlines confirmed the information that the transportation of backpacks will be allowed if its size fits into the established norms of the company.

For Pobeda, hand luggage restrictions will be 36 × 30 × 27, while the minimum ticket price will start from five hundred rubles.

Things allowed in hand luggage and with you

A passenger may wish to keep a number of items with him or in hand luggage. These include:

  • carbon dioxide balloons (used to activate artificial limbs);
  • eyeglass repair tools, including a screwdriver less than 50 mm long;
  • lighter or non-hazardous matches (only with you);
  • pacemaker;
  • other pharmaceutical devices, including on radioactive isotopes, with lithium batteries. It is allowed to keep only with you;
  • robot toy;
  • razors, including disposable ones;
  • eyelash curlers;
  • nitroglycerin tablets or spray for treatment;
  • oxygen cylinders for medical purposes;
  • injection needles for a passenger with diabetes or specialized medicines.

Actions on loss

No one is protected from losing things on air travel. Items go missing when loaded or loaded into the baggage compartment, they are accidentally sent on another flight.

In case of loss of personal belongings, follow the instructions:

  1. Make sure you have your luggage receipt on hand;
  2. Apply with a leaflet to the department of search for missing things;
  3. Write a statement;

Within three weeks, the carrier chosen by the passenger is obliged to find the items and return them. The parcel is delivered to your home for free, and the client does not have to go anywhere and pay for anything.

When returning damaged baggage or missing it after three weeks, you can contact the company with a request to compensate for the losses.

If the carrier refused to compensate for the damage, the citizen has the right to request a written refusal, with which he can go to court for further proceedings.

The Montreal Convention has established an international agreement that stipulates the maximum possible compensation for the loss of a bag - 1131 SDR (artificial reserve and means of payment issued by the IMF). It's about $1500.

In practice, the figure depends on the specific carrier. Foreign companies pay an average of $20/kg. Major foreign airlines may pay the excess amount according to their internal rules. Russian airlines pay about 600 rubles each.

If a passenger has lost baggage while making international flight, you should apply for a search no later than a week after the date of receipt of the items.

On the domestic flights it is allowed to leave a claim within six months from the date of loss.

Standard compensation requires a description of the missing baggage. If you have receipts for lost items, you can present them with a statement. Then you should expect a full or partial refund.

Advice! If you are transporting fragile or valuable items, insure them before flying with a declared value by paying an additional fee.

On November 5, 2017, amendments to the Rules for the Air Transportation of Passengers, Cargo and Baggage, introduced by the order of the Ministry of Transport of the Russian Federation on October 5 of the same year, came into force. The changes affected not only the rules free transportation hand luggage, but also the list of items allowed for free transportation in excess of hand luggage and baggage allowance. Read more about everything below.

New rules for free hand luggage

Since November 5, the free carry-on baggage allowance has been halved - from 10 kg. up to 5 kg. The rate can be increased by the airline as a competitive advantage, but legally cannot be reduced.

Unfortunately, as you can see, the rate has decreased by as much as 2 times. But the good news is that the list of items that can be carried free of charge in excess of the cabin baggage allowance has been expanded. However, 5 kg. - a good weight, and for passengers traveling light this is usually quite enough.

List of items in excess of carry-on baggage allowance

In addition to your hand luggage allowance, you can carry the following items free of charge:

  • men's briefcase;
  • handbag;
  • outerwear;
  • clothes in a bag;
  • bouquet of flowers;
  • children food;
  • baby carriage;
  • medicines;
  • backpack;
  • goods from duty-free stores.

Please note that backpacks and duty-free purchases (as well as medicines) are included in the usual list. This happened thanks to long and heated discussions between the public, airlines and regulatory organizations.

However, keep in mind that the dimensions (dimensions and weight) of backpacks allowed for free transportation are set by the airline itself. So, before the flight, carefully study the rules and regulations of the airline you are flying with. So, there were no unpleasant surprises at the airport. And you wouldn’t have to pay exorbitant prices for something that is not included in the norms established by the carrier.

Important: in the list of items allowed for free transportation in excess of the hand baggage allowance, there is no laptop, video and photo camera, phone, tablet, smartphone, e-books and other electronic devices, since they can be put into a bag, briefcase or backpack. But you can carry them on board, and for free.

Umbrella is excluded from the list. So, they may charge extra for it. Keep in mind. It is better to hide it in a bag.

Another important change that came into force on November 5, 2017 is the abolition of hand luggage labeling for those passengers who have passed electronic registration for the flight. That is, if you are flying with hand luggage only and have already checked in, you do not need to stand in line to get a hand luggage tag. But, keep in mind that the airline service will still control the dimensions and all hand luggage. To do this, weighing (and measurements, if necessary) will be carried out before boarding passengers.

New baggage allowance

For non-refundable fares with baggage, a minimum free baggage allowance of 10 kg has been introduced. Airlines can increase this rate, but it cannot be less. According to any of the established fares: non-refundable without baggage, non-refundable with baggage, refundable with baggage - the passenger is entitled to free carriage of hand luggage weighing up to 5 kg, as well as items in excess of the carry-on baggage allowance.

In addition to the established norms, a passenger can also carry one of the following items free of charge:

  • cane;
  • crutches;
  • folding wheelchair;
  • walkers.

Depending on the size of the listed items, they can be placed in the cabin or checked in as baggage in excess of the free allowance.

Important: Another important change has affected the rules for combining the baggage of passengers traveling together. Now, at the request of passengers following together - one flight, to the same airport (these can be colleagues, family members, friends) - airline employees are required to apply the amount of free baggage allowance to these passengers. This rule only applies to the free baggage allowance.

New rules come into force in Russia passenger air transportation. The changes mainly relate to the conditions for the carriage of baggage and hand luggage. what passengers are now preparing for when going on a flight across Russia and the world by domestic airlines.

Baggage free fares

Low-cost carriers, primarily Pobeda, will have so-called no-baggage fares for those who travel light. They are expected to be 10-20% cheaper than the current base rates of low-cost airlines.

At the same time, it is possible to buy tickets, the cost of which includes luggage. When registering, they will not require an additional payment for it (except in cases of overweight).

If you rushed to buy a baggage-free ticket, and then decided to take a suitcase with you, then you can pay extra for it later. At the current prices of Pobeda, one seat in the luggage compartment costs 1.5-2 thousand rubles, if you pay extra through the website or a call center (where the call, by the way, is paid). If you realized it already at the airport, then give at least three thousand. And it is possible that the amount of surcharges may increase in the near future.

For those who paid extra for luggage in advance, and then decided to fly without it, there is also a solution. According to a high-ranking official of the Ministry of Transport Svetlana Petrova, you can easily get your money back.

“Show the receipt, say that you paid, but there will be no luggage. Accordingly, you will be refunded. Of course, you only pay for the service you use. In addition, it is additional, ”Petrova said.

Experts also recommend that you be careful when buying tickets online in order to choose the right ones: with or without luggage. Click on the name of the fare to see a window with explanations, and look for the icon symbolizing baggage.

hand luggage

Hand luggage rules are changing for all passengers. They are expected to come into effect in November. On the this moment they are being finalized by the Ministry of Transport, but have already caused a lot of rumors and scared the public.

As planned by the agency, the updated rules will oblige all low-cost airlines, including Pobeda, to be allowed on board with bags, backpacks and suitcases, regardless of the tariff. The Ministry of Transport wants the weight limit to be at least 5 kg per passenger, and each company will decide for itself whether to increase it or not.

At the same time, Pobeda stated that it would focus not on weight, but on the dimensions of hand luggage.

“We will take the total volume of luggage racks, divide it by 189 (this is the number of seats in each aircraft) and we will be able to tell the passenger: you have so much space, you can carry any number of items, bags, backpacks within this norm - whatever you want. Even if it all weighs more than 5 kg, the main thing is that all hand luggage fit into the size, ”explained Andrey Kalmykov, CEO of the company.

The news about the change in the rules for hand luggage has generated a lot of rumors. So, there was information that now you have to pay to take a laptop, gadgets, an umbrella and even outerwear into the salon. But this is not true - all of the items listed can be carried on board for free. The difference is that while these items are allowed to be carried along with you in addition to hand luggage, and after the rules are updated, they will need to be included directly in hand luggage and presented for weighing. Keep within the minimum 5 kg - and the low-cost airline will not require additional payment. And most traditional airlines have twice the carry-on baggage allowance, so don't worry.

So, here's what will remain on the list of hand luggage allowed in excess:

  • handbag or briefcase;
  • suit in a suitcase;
  • baby food for the child during the flight;
  • baby cradle when transporting a child;
  • crutches, folding wheelchair.

But what will be transferred to hand luggage and will be subject to weighing:

  • laptop;
  • cell phone;
  • camera;
  • video camera;
  • umbrella;
  • printed publications for in-flight reading;
  • folder for papers;
  • bouquet of flowers;
  • cane;
  • outerwear.

Note that these lists are still under development, and something from the second list can be returned to the first one at the request of passengers. For example, a mobile phone in your pocket, or outerwear, given that a fur coat alone can weigh 2.5 kilos.

As for whether low-cost airlines will count duty-free items as carry-on weight, officials from the Ministry of Transport hint that low-budget companies will find fault with purchases in a clean zone in every possible way in order to make you pay for the excess. Therefore, it is better to familiarize yourself with their conditions on the site in advance. Now, for example, Pobeda charges 2,000 rubles for duty-free purchases at Russian airports and 35 euros at foreign airports.

For passengers who buy return tickets (which can be returned by returning the money), the new rules will not change anything at all.

So, an exciting journey awaits you. Tickets have already been bought, thoughts are melting with anticipation of novelty and pleasant pleasures. For thoughts to become reality, you just need to properly prepare for the journey. And you need to start by packing the things that you will need during the trip.

When packing your suitcase, remember that on the way back it is always heavier from purchases and gifts. We remind you that everything you take on the road must be divided into two unequal parts:
- hand luggage
- checked baggage

One will be with you in the cabin and is called hand luggage (or cabin luggage if it is stored in a special cabin locker if you wish). You are responsible for its safety.

And the second will fly with you, but in the luggage compartment of the aircraft and is called checked baggage. The airline is responsible for the safety of this baggage.

Keep in mind that the rules for carrying luggage on an airplane for hand luggage and checked luggage are different. Those. what you can carry with you under the guise of checked baggage may be prohibited for transportation in the cabin. So below are the basic rules for carrying luggage

HAND BAGGAGE - hand luggage in an airplane, it can weigh from 5 to 18 kilograms (depending on the requirements of the carrier's airline, route, fare, ticket). As a rule, hand luggage consists of:

All required documents(passports, business securities, credit cards, vouchers, insurance)
- valuable and fragile things (video cameras, laptops, jewelry, glasses, etc.)
- vital medicines, baby food
-and the rest depends on your tastes and personal life.

Approximate hand luggage size
For the safety and comfort of passengers, hand luggage must not exceed the allowable dimensions so that it can be stowed under the seat of an aircraft seat. Usually these are dimensions 55x40x20 cm.

There are exceptions, for example, Air Astana allows business class passengers to carry hand luggage weighing up to 18 kilograms in the aircraft cabin. And with Lufthansa, first and business class passengers are allowed to take two pieces of hand luggage, and for economy class passengers - one. The allowable dimensions of one piece of hand luggage have been increased to 55x40x23, and the weight should not exceed 23 kilograms.

The main thing that should not be forgotten is that any objects that pose a danger to others, their imitators and models (these are radioactive, poisonous substances, weapons, piercing, cutting and explosive objects) are strictly prohibited in the passenger's hand luggage.

Due to the increasing terrorist attacks, requirements have been tightened and restrictions on liquids have been introduced, even on toilet and cosmetic products (curiously, shaving foam and toothpaste are also classified as liquids). Max Volume of liquid in any container must not exceed 100 milliliters, and the total amount of liquid per person in hand luggage cannot exceed one liter. In addition, all liquids must be placed in one resealable transparent bag.

And the rest of the liquids exceeding this volume will have to be packed in checked baggage, they will be accepted there without any problems. Baby food, medicines that may be needed during the flight can be packed in a transparent non-sealed bag.

Carrying liquids on an airplane
In addition to the free baggage allowance, you can carry alcohol, cigarettes and perfumes purchased in duty free, items of clothing, flowers, canes, umbrellas, a folded baby carriage, a cradle, a book, a laptop (they are not presented when weighing).

CHECKED BAGGAGE. We figured out the hand luggage, now we will pack the checked luggage. Checked baggage allowances are established by only two systems:

Restriction (norms) on the number of seats and weight
- restriction (norms) by weight

In most cases, there are norms for the number of seats. What does it mean? The passenger has the right to carry free of charge:
in business class - two seats weighing no more than 32 kilograms each
in economy class - one seat, no more than 23 kilograms each

Some companies, in order to attract customers, allow an additional number of pieces of free baggage allowance. For example, on Czech airlines holders of Gold, Elite Plus cards are entitled to free transportation of one additional piece of baggage, but weighing no more than 23 kilograms.

What should be kept in mind when packing things? The rules for carrying luggage on an airplane state that the weight of the luggage cannot be summed up! If one suitcase is heavier than the norm, and the other is lighter than the permissible norm, but in total they do not exceed the permissible norm, then you still have to pay extra for the excess of the first suitcase. The weight of a suitcase or bag is taken into account when weighing them.

Remember! During transportation, the weight of the luggage is not cumulative.
Weight limit (weight baggage allowance) means that a passenger has the right to carry any number of bags free of charge, but their total weight must be equal to or less than the norm for a given route and class of service. The current weight allowance for a particular route must be found on the ticket or in the fare rules on the airline's website. For example, for Air Astana, the total weight of luggage and hand luggage is not more than thirty kilograms for business class and twenty kilograms for economy class passengers.

What is the size limit for free baggage allowance? According to safety requirements, the maximum size of one piece of packed baggage is established by the sum of three dimensions (length, width, height). As a rule, this is 158 cm. There are also exceptions here - for Utair.ru and S7 Airlines, in terms of dimensions, one piece of packed baggage should not exceed 203 centimeters and weigh 32 kilograms at the comfort class fare.

For wheelchairs, musical instruments, sports equipment that cannot be divided into parts, an exception is made.

Absolutely all airlines have a general rule - excess baggage in terms of weight, quantity, dimensions must be paid at the appropriate rates. Each company has its own rates for paying the excess.

Attention! If you pay extra for overweight - the weight of one piece of checked baggage cannot exceed 50kg!

In addition to the baggage requirements of the carrier's airlines, each specific country has a list of things and products that are restricted or prohibited from being imported into or exported to the country. For example, more than 200 cigarettes cannot be imported into Turkey, and gambling equipment is prohibited from being imported into Israel.

In law Order of the Ministry of Transport of Russia dated June 28, 2007 No. 82 (as amended on January 14, 2019) “On Approval of the Federal Aviation Rules “General Rules for the Air Transportation of Passengers, Baggage, Cargo and Requirements for Servicing Passengers, Consignors, Consignees”” (registered with the Ministry of Justice of Russia on September 27 .2007 No. 10186)
at any Russian airline You can carry up to 5 kg of items on board free of charge. There are carriers that allow you to take 10 or 15 kg.

Usually than more expensive ticket, the more things you can carry in the cabin. Usually, for flights in economy class, one piece of hand luggage is provided, and for business class - two. But here everything depends on the carrier: some companies have their own rules for each fare, direction, aircraft, while others have a single standard for everyone.

Dimensions are not prescribed in the law, so here each carrier can establish its own rules. Usually, bags with a size of 55 × 40 × 20 cm, or with the sum of three dimensions equal to 115 cm, are allowed on board. Such a suitcase will fit in the overhead luggage rack along with the hand luggage of other passengers.

You can also take a handbag, briefcase or backpack with things in excess of the norm. It is assumed that you will place them under the seat in front of you, so the allowed weight and dimensions may be less than for hand luggage. For example, up to 3 kg and not more than 80 cm in the sum of three dimensions.

Carefully read the rules on the company's website: if the weight is not indicated there free baggage above the norm, check it on the website or by phone.

Also, instead of an additional bag, briefcase or backpack, you can take for free:

  • bouquet of flowers;
  • outerwear;
  • baby food for the child during the flight;
  • suit in a suitcase (specify weight and dimensions);
  • a device for carrying a child (cradle, chair, stroller) - provided that you are flying with a child and can fit these things on a shelf or under the seat;
  • medicines, special dietary needs in the amount required for the duration of the flight;
  • crutches, canes, walkers, rollators, a folding wheelchair, if you can fit them in the cabin on a shelf or under the seat;
  • goods from Duty Free, if they are suitable in weight and dimensions and are sealed in a sealed package (specify weight and dimensions).

Rule of thumb: what you are going to take into the cabin should fit on a shelf or under the seat. Ask the carrier in advance how much excess hand luggage they will allow you to carry.

How are hand luggage checked at the airport?

If your hand luggage looks bulky, it will be weighed at the airport and the dimensions checked using a special frame. This is a plastic container or two walls in which your suitcase should fit. In this case, everything should fit, including handles and wheels.

Carry-on bag size checker / consumerreports.org

To avoid having to pay extra for hand luggage, choose soft bags or a backpack with drawstring straps that reduce the size of an already packed travel accessory.
